What is was, was a bunch of partying Americans who got caught up in a storm during an annual river float. About 1500 Americans were floating down the St. Clair River, which separates the U.S. and Canada, and had to be rescued when strong winds and rain sent them illegally into Canadian territory. Some were so afraid of getting in trouble for entering the country illegally they jumped into the river and tried to swim back to the U.S. side.
After all was said and done, our friendly northern neighbors provided buses and gave people rides back home to the States.
